The 2023 Utah Lake High Water Event

Peak runoff during May 2023 raised Utah Lake elevations to their highest levels since documented modern records. The Provo Bay area experienced particularly elevated water levels due to prevailing wind and lake circulation patterns pushing water toward the Provo shoreline.
Vineyard’s location on the northeast shore of Utah Lake (former Geneva Steel site, redeveloped as master-planned community since approximately 2010) put many newer developments within a few hundred feet of the lake shoreline. The high water event of May 2023 raised the effective lake elevation by approximately 3 feet above typical levels, which raised groundwater tables across shoreline-adjacent parcels correspondingly.
This property, located approximately 400 feet from the shoreline within Vineyard’s shoreline-facing developments, had a finished basement approximately 6 feet below grade. Groundwater during typical years sat approximately 8 feet below grade at this location. During the 2023 peak event, groundwater rose to within approximately 4 feet of grade — into the basement construction depth.
The Loss Event
Water intrusion into the basement began sometime during the night of May 21, 2023 as groundwater levels reached the basement foundation. The homeowners discovered water on the basement floor at approximately 8:15 AM on May 22 during routine morning use of the basement family room.
Water depth was approximately 3 inches deep across most of the finished basement floor (approximately 780 sq ft affected). Water was continuing to enter through the cove joint between wall and floor and through small foundation cracks. The homeowners called our emergency line at 8:23 AM.
The property is a 2020 two-story production home built as part of Vineyard’s shoreline-facing development phase. Construction profile includes engineered concrete basement foundation with waterproofing membrane, engineered floor systems throughout, PEX manifold plumbing, spray foam insulation in exterior walls, and standard modern envelope details. Finished basement scope: family room, home office, bedroom, and bathroom.
Diagnostic Sequence
Arrival at 9:06 AM (43 minutes after dispatch). Category 3 handling protocols engaged immediately given the confirmed groundwater source and estimated 6 to 10 hours of intrusion duration overnight.
Water testing on standing water confirmed groundwater source: no chlorine residual (would indicate municipal supply), moderate turbidity with mineral content, elevated organic carbon consistent with groundwater interaction with soil. Water was actively entering through wall-floor cove joint and one visible foundation crack; the intrusion volume was approximately 0.5 gallons per minute at peak, which corresponded to the observed accumulation rate.
Immediate mitigation focus: source control before restoration could proceed. Peak lake elevation was expected to continue for approximately 2 to 3 more weeks based on Deer Creek Reservoir management and continuing Wasatch snowmelt. Emergency sump pump installation would provide some capacity to remove water as it entered; complete source control was not achievable until lake levels dropped.
FEMA Special Flood Hazard Area Assessment
The property is located within FEMA-designated Flood Zone AE (Vineyard’s shoreline-facing developments are largely within the mapped SFHA due to Utah Lake proximity). The homeowners had NFIP flood insurance in force as a mortgage requirement — this coverage was essential for the eventual restoration.
Standard HO-3 policies exclude flood damage regardless of flood zone designation. NFIP coverage would be primary; homeowner’s HO-3 (Farmers) had very limited coverage for specific plumbing-related contributions but excluded the groundwater and surface flooding components.
Category 3 Handling and Extended Duration
Category 3 groundwater intrusion requires the same handling protocols as sewage backup regardless of source. However, the extended-duration nature of this loss (ongoing intrusion for 2 to 3 weeks pending lake level reduction) required a different approach than a single-event Category 3 loss:

- Extended source-management period (weeks) with continuing sump pump operation
- Delayed final restoration until source-water intrusion ended

- Day 30 (June 20)
- Clearance air sampling and surface swab testing. All samples below outdoor control. Third-party industrial hygienist review confirmed clearance.
Reconstruction Scope
- Foundation crack sealing
- Coordinated with structural waterproofing contractor for permanent crack sealing using injection epoxy at identified foundation cracks. Not restoration scope; homeowner out-of-pocket approximately $2,800.
- Permanent sump system upgrade
- Upgraded from temporary sump to permanent sump pit with dual pumps and battery backup. Additional groundwater management capacity for future high-water events.

Future high-water events would still require sump pump operation but the property has substantially improved resilience for flood conditions. Homeowners resumed normal use of basement on July 2, 2023.
