The January 2023 Freeze Event Context
Between January 11 and 16, 2023, Utah County experienced an extended cold snap with overnight lows reaching -6°F (Provo NWS station) — well below the Provo ASHRAE 99% winter design temperature of 7°F. Our dispatch received 87 emergency water damage calls in the 4-day window from January 13 through January 16, primarily from frozen supply-line burst events. Utah Farm Bureau reported average residential loss from this freeze event at $27,400 across their book of Utah County residential policies.
This case study documents one of the more substantial losses from that event. It illustrates freeze-burst failure mechanisms specific to Utah County construction and the recovery approach that produced favorable outcomes across the multiple concurrent claims we handled that week.
The Loss Event
The property owners had left for a 4-day trip on January 12, 2023. Home thermostat was set to 62°F to maintain minimum heat during their absence. On the second day of the cold snap (January 14), the temperature in an exterior wall cavity on the north side of the home dropped below freezing for an extended period. A 3/4-inch PEX supply line running through the exterior wall cavity between the main-floor kitchen and the second-floor master bathroom froze and ruptured at approximately 2:00 PM.
The homeowners returned at 6:15 PM on January 14 to find water actively cascading through the main-floor kitchen ceiling from the wall assembly above, water pooled on the kitchen floor, and audible flowing from within the wall cavity. They killed the main at the exterior meter and called our emergency line at 6:22 PM.
Estimated flow duration: 4 hours 15 minutes at approximately 4 GPM (typical PEX supply flow at 60 PSI), producing approximately 1,020 gallons of water released into the wall cavity and downstream areas. Water tracked from the burst location through the wall cavity, down the interior of the exterior wall, out at the top plate of the main-floor kitchen wall, across the ceiling drywall, and eventually into the kitchen and adjacent dining room.
The property is a 2001 custom two-story with modern construction profile: engineered floor systems (TJI joists), PEX manifold plumbing with home-run distribution, fiberglass batt insulation in exterior walls, standard drywall assemblies, hardwood flooring in kitchen and dining room, tile in adjacent bathrooms.
Diagnostic Sequence
Arrival at 7:03 PM (41 minutes after dispatch, standard for Orem daytime response). By this time water flow had stopped (main was closed) but active dripping continued from the kitchen ceiling as the wall cavity drained. Standing water on kitchen floor was approximately 1 inch deep across 380 sq ft; adjacent dining room had approximately 220 sq ft of surface water and wet hardwood.
Diagnostic priorities: source location confirmation, extent-of-damage mapping across affected floors, and freeze-burst location identification for plumbing coordination.
FLIR E75 thermal imaging on north-side exterior wall revealed a cold signature centered approximately 4 feet up from floor level in the wall cavity between kitchen and second-floor bathroom. Wall cavity was opened at that location for direct observation: 3/4-inch PEX supply line ruptured at a fitting, with visible mineral deposit and cavity ice residual confirming freeze-burst mechanism rather than mechanical failure.
Moisture readings at grid coordinates:
- North exterior wall (source area, second floor bathroom above)
- Framing at 28-36% MC, drywall paper at 6-8% MC, fiberglass insulation saturated across approximately 45 sq ft
- North exterior wall (main floor kitchen level)
- Framing at 24-32% MC, drywall paper at 4-8% MC, insulation saturated across approximately 55 sq ft

Equipment Deployment

Drying Progress
Monitoring at 12-hour intervals. Extended drying due to engineered joist cavity and wall cavity depth:
- Day 1-3
- Extraction complete on day 1. Initial drying deployment. Wall cavity ventilation ports drilled at base plates for directed airflow.
- Day 4-6
- Insulation removal complete. Framing drying on schedule. Hardwood floor moisture stabilizing at 14-16% MC.

- Hardwood reached 8% MC target after supplemental air mover deployment. Three consecutive readings at drying goal confirmed. Equipment pulled.
Total drying period: 12 days. Extended timeline vs. typical Category 1 loss due to wall cavity depth, engineered joist involvement, and hardwood floor drying requirements.
Reconstruction Scope
- Exterior wall reconstruction
- Fiberglass batt insulation replacement (R-19 to match original), drywall replacement across approximately 100 sq ft, taping and finishing, paint match to existing.
- Kitchen ceiling
- Drywall replacement across approximately 220 sq ft of affected ceiling area. Ceiling refinishing to match textured surface.
- Kitchen hardwood floor
- Cupped sections sanded and refinished in place (approximately 380 sq ft). Board-by-board integration with unaffected areas.
- Dining room hardwood
- Sanded and refinished across affected 220 sq ft to match kitchen refinishing.
- Kitchen cabinet base restoration
- Lower cabinet toe kicks affected by standing water — replaced. Cabinet boxes themselves were on legs and not water-affected.
- Plumbing coordination
- Licensed plumber replaced the freeze-burst PEX section and added pipe insulation on the affected exterior wall cavity run. Additional heat-trace cable installation on the wall cavity run (homeowner-elected preventive addition).
Insurance Coordination
Farmers HO-3 policy, $2,000 deductible. Farmers adjuster responded quickly given the volume of concurrent freeze claims from the January 2023 event (Farmers had multiple adjusters actively working Utah County claims during that week). Adjuster on-site at day 3 of drying.

Initial Xactimate scope: $52,180. Farmers approved without modification. Homeowner responsibility limited to $2,000 deductible. Preventive heat-trace installation ($1,400) was not covered by insurance (preventive upgrade); homeowner out-of-pocket.
Outcome
Full restoration completed 38 days after initial loss response. Kitchen and dining room hardwood matching was successful; no visible transition between refinished and unaffected areas. Wall assembly rebuilt to original R-19 insulation standard with additional pipe insulation and heat-trace cable protection against future freeze events. Homeowners moved back into full-house use of the affected areas on February 21, 2023.
Key Learnings
- Exterior wall cavity supply-line runs at Utah County’s ASHRAE 99% design temperature of 7°F are at risk during extended cold snaps below design. Provo January 2023 saw multi-day periods below 0°F — well outside design assumptions. Homes with any supply-line runs in exterior wall cavities should consider pipe insulation upgrades, particularly on north-side walls.
- Setting thermostat at 62°F during vacation is not sufficient in extreme cold events. Minimum thermostat during severe cold should be 65°F or higher, and cabinet doors should be opened to allow warm-air circulation to under-sink plumbing.
- PEX supply lines are more freeze-tolerant than copper but not freeze-proof. PEX can expand approximately 3% before rupture (copper is nearly zero expansion tolerance), which gives more margin — but sustained deep freeze will eventually exceed even PEX tolerance.
- January 2023 freeze event produced approximately 87 concurrent restoration calls in our 4-day window. Response times were within our standard commitment for all calls but the aggregate resource load on carriers, plumbers, and restoration providers stressed the entire Utah County recovery ecosystem. Post-event scheduling for reconstruction ran 2 to 3 weeks longer than typical due to material and subcontractor demand.
- Heat-trace cable installation on freeze-prone supply runs costs approximately $300 to $500 per exposed run and is not covered by insurance as a preventive measure. It’s a reasonable homeowner investment for known-vulnerable installations.
